Couple improvements and refactors here:

  • Adds ability to release from a branch (per our new release process)
  • Created a docker build v2 and separated the nightly logic out to improve readability and lessen the chance of small syntax errors
  • Also works to improve usability of workflows by removing the ability to manually dispatch some workflows that need prereqs

Latest run shows its getting to the same failure as the current nightly.
