load font from preload.ltx later with luatex

The pictures fonts tencirc, tencircw are loaded too early in luatex and that is problematic as they then don't have a fontid.

In LuaTeX you can't have a font loaded without a font id. The fonts wouldn't be loaded through luaotfload, but the only effect of that I can think of is that patching wouldn't work font.getfont might not return anything for it since it only looks at the luaotfload cache for font directories.

Maybe the issue would be solved if we improve font.getfont to work for fonts loaded without luaotfload?
