Added a method to list all users' flags

I needed a method to easily get ALL the flags of ALL the users. This is the laziest implementation I could come up with while trying to comply with the current implementation. Current shortcoming is that the default values are not applied / returned.

As I understand it, the intent is to evaluate all flags for all users in an environment. The user keys listed in flag.targets are just users you have individually targeted, and does not contain all of the users in the environment. This will not evaluate every user in your environment as you intended.

I see it now, thanks Jay. I guess there is no way around fetching the list of users through the API. Feel free to delete the PR.
