Switch to `_d_newclassT` lowering (D v2.103)

Re-enabling the lowering in 8d98352 and then codegen'ing the lowering field of NewExp. Needs GC2Stack adaptations as well, and probably disabling the init symbol blit in druntime - see #4345 (comment) and following.
