Feature Request - standalone UVC Camera enable binary

Enabling the cameras on the Leapmotion as standard UVC compliant cameras will allow us to interface with the ir cameras as normal, and remove the hassle of having to go from c# -> a hacky workaround. to try and get something out of the camera, when all we want is to turn it on to get ir images from the device.

Summary:
request 1
Command line program that scans for any attached leapmotion cameras, and sends the init commands so they work as UVC compliant cameras.

system tray app that enables detected leapmotion cameras to work as normal uvc compliant cameras.
