[Users Table]: Should return to first page after bulk action

Observed behavior

@pcenov noted:

After selection of a user or several users and completing an action such as enrolling the users in a class the table should default to its initial state, showing the first set of users 1-30 in the pager:

table.should.default.to.the.first.page.mp4

Expected behavior

When a user has submitted their bulk action, they should be returned to the first page of users.

Discussion arose around whether this is actually the desired UX - users can navigate pages w/ existing buttons, but if they're working on the 5th page and have multiple things to do there, they'd have to keep clicking back to the 5th page (or 20th).
