Adding new question should show question type #4079

Desired behavior
When adding a new question the question type is not shown on many devices. It seems it jumps to the title and not the question type.
Current behavior
Clicking on the New Question.
Jumps to the title of the question.
This makes it less intuitive how to fill in the forms with the question. I have observed this from myself, but also people I have been training in the use of Kolibri.
