Unstable - Password reset - Password should be at least 8 characters long

Observed behavior

When creating a new account we now have a new password policy - the password should be 8 characters long. However when I go to reset my password that policy is not being enforced and I can change it to being 1 character only.
This is also valid when changing the password from https://unstable.studio.learningequality.org/en/settings/#/account

Expected behavior

Consistent password policy for both creating and resetting or changing the password.

Steps to reproduce the issue

1. Go to https://unstable.studio.learningequality.org/en/accounts/#/forgot-password and attempt to reset your password.
2. Observe that the password policy for 8 characters length is not being enforced there.
