Manage upload/folder moves to allow for bulk editing #4659
Description
Desired behavior
When a user is moving resources to a folder, or when a user is uploading resources to such a folder, the user should be prompted to select which metadata should also be applied to those new resources.
They should also have an option to dismiss this pop up
