403 error during account creation

I seem to be unable to create a new account, getting a 403 error after pressing the Finish button.

Tried again today, with all the cache and storage cleared, still extant 😕

After further testing, this seems to happen when I try to create an account with an email that previously was registered on unstable Studio, and afterward deleted from the Administration > Users page. That deletion action did not present issues, account seemed removed, snackbar confirmed the removal, but when I returned to the Administration > Users page, it was still there, marked in red, and reported as Inactive. There does not seem to be a way to actually remove that account 👻
