Unstable - Seeing the 'Incomplete' icon for an exercise

Observed behavior

This is a follow-up to #4697 - when I copy an exercise it it gets marked as 'Incomplete'.
Sometimes that also happens when I create a new exercise or change the categories but I haven't been ably to reliably replicate the steps for these scenarios.

Expected behavior

The 'Incomplete' icon should be displayed only for exercises which area actually incomplete.

Steps to reproduce the issue

1. Go to https://unstable.studio.learningequality.org/en/accounts/#/ and sign in
2. Open a channel and create an exercise by making sure all required fields are filled in
3. Copy the exercise
