Cannot publish a channel with uploaded zip (HTML) files #5417

Observed behavior

This issue was first reported in https://community.learningequality.org/t/zipped-html-app-are-not-publishing/3874
If I create a brand new channel and upload a single .zip file then when I attempt to publish the channel it can't be published and there are no errors in the console.
If I open the channel details then I can see that the value in "Total resources" is 0.
If I upload any of the other supported file types along with the already imported zip file, then I can publish the channel but if I try to import it in Kolibri the zip file will not be imported.

Note that I can click on the resource and preview it.

Expected behavior

It should be possible to upload a valid .zip file and publish the channel and then import the HTML resource in Kolibri.

Steps to reproduce the issue

  1. Sign in to Studio
  2. Create a new channel and upload a .zip file
  3. Try to publish the channel with the single .zip file
  4. Upload other supported files and publish the channel
  5. Try to import it in Kolibri
