Migrated Create.vue to use the Checkbox component instead of the VCheckbox element.
Fixes #4492

1. Checked the UI and the functionality locally
2. Ran the test suite

Does this introduce any tech-debt items?

This PR used the Vuetify provided classes v-messages and v-messages_wrapper to to consistently style all the error messages. This might need to be replaced with manual styles later.
