Clean up and reorganize documentation.

- Remove obsolete docs (1,184 lines):
  - paks-migration-todo.md (migration complete)
  - PAK-TEMPLATES.md (superseded by paks-architecture.md)
  - transparency-debugging.md (issue solved)
  - platform-readme-template.md (unused template)
  - SUPPORTED-CORES.md (duplicate info)

- Rename docs to lowercase for readability:
  - ARCHITECTURE.md → architecture.md
  - CORES.md → cores.md
  - PAKS.md → creating-paks.md
  - DEVELOPMENT.md → development.md
  - cross-platform-paks.md → paks-architecture.md
  - All other capitalized docs → lowercase

- Update all cross-references in:
  - CLAUDE.md
  - README.md
  - All documentation files
  - skeleton/TEMPLATES/README.md
  - workspace/all/paks/Emus/README.md

Result: 11 focused docs (down from 15), ~4,600 lines (down from ~5,800)
