Correct typo in sandbox site name

The -sandbox site for Germany, rfp1-mpib-de-sandbox, was accidentally initiated as rfp1-mp**bi**-de-sandbox. This needs to be changed to rfp1-mpib-de-sandbox throughout.

While superadmins should be able to edit sites from the dashboard, this is currently hanging, so we need to make this change manually pending a fix to that feature.
