support for collapse_edge and other libigl methods

In attic/todo_old a first attempt to integrate libigl `collapse_edge` method in the python bindings. What is the roadmap regarding these todos? Or does there exist a pre release or feature branch in this repo which already has `collaps_edge` and others enabled? Would that branch ready for risking to install for testing or would it be still too buggy?
