This PR is a proof of concept implementation of
query_foaf_balancesandreply_foaf_balancesLightning messages currently with odd type 437 and 439 respectively.Read more about it in the PR for BOLT 14
This code is by no means production ready and has still quite a lot debugging messages left and has to be cleaned. However it can be extended already today to achieve full proactive rebalancing functionality or JIT routing abilities.
