Bug description

Without extensions installed, despite a blank window, the Disable all button is enabled.

It would actually be useful to say something when there are no extensions installed. For the sake of consistency with the Driver Manager, you could say:

There are no extensions installed
Click the Download tab to discover and install extensions.

Steps to reproduce

Start Extensions in a live session or a fresh Linux Mint Cinnamon installation.

Expected behavior

Disable all should be disabled when no extensions are installed.
