ETL_Binary_File_Paser

parses the binary files from the ETL data base (only works for 1, 6, 7, 8, and 9 runner for database 2 taken from ETL and converted to pyton 3.6)

This dosn't work with dotnet core right now (somthing to do with Encoding.GetEncoding("EUC-JP") ) works fine in .net framework
