This PR does two things that are unrelated. It moves everything from the loadsys/puphpet-release-composer-installer project into this repo, and it adds a new custom installer for the phpcs-coding-standard type along with hook scripts that can be used to auto-install any other coding standard into the correct place for phpcs to use.

⚠️ There are currently a lot of TODO tags laying around still that need to be cleaned up.

Once completed and merged, this project will make the loadsys/puphpet-release-composer-installer repo completely obsolete. That project should be marked as abandoned on Packagist and in the repo description and README.

Building the start of an installer that copies coding standards into the proper squizlabs/ subfolder.
Once merged, this should make the `loadsys/puphpet-release-composer-installer` package obsolete.

Note: The puphpet-release project also needs to have its composer.json updated to switch from `loadsys/puphpet-release-composer-installer` to `loadsys/composer-plugins`.

I need to remove the puphpet-release stuff from this PR as it's been moved to phpfu/puphpet-installer now.
