Display "not yet available" for new parliamentarian #24
Description
If people search for new parliamentarian not yet in the DB, nothing is displayed.
The frontend should know the new ones and print a message: "New, but not yet ready. Donate to speed up."
The old website provided such a feature.
Such non public information must be available in the data interface. Maybe a token can be used for privileged access.
