Add tests for file upload

As follow up of the case described in #853

Add tests to localgov_base to check file uploads work against localgov_base

Note: Testing webforms was discussed in Tech Drop In, I think that is out of scope for localgov_base and should be handled separately in localgov_forms and global tests.
