Office Hours 1.24 causes fatal errors

Shall we pin office_hours to 1.23 until it's fixed?

We might want to pin to 1.27 when it's released, see slack message below;

Looks like it was pinned to 1.23 in the 2.5.4 release of localgov_paragraphs. Based on the issue above once a new release is tagged we should pin with office_hours 1.27 as it looks like multiple issues exist between 1.23-1.26.

It would be good to have some tests for these issues so we can check this module in future when doing updates. Reading the various issues it seems functionality that only works in PHP 8.3+ is being added which breaks when running the module under PHP 8.1 and PHP 8.2.
