Specify best practice config sync directory

On a default install, when we do

drush config:export

We get:

 [success] Configuration successfully exported to sites/default/files/sync.

It is best practice to keep the config/sync directory outside of the web root.

So let's specify this in the default install such that the default behaviour is more in line with best practice.

This is odd, as we do specify it here:

... but it has a replace value of false, so if Drupal has brought down a default one then it won't get overwritten.

Let do a default project install test and see which file gets used.

@finnlewis Checked a default install with composer create-project and the settings.php from assets does get copied over to sites/default/settings.php

I can't replicate this:

../config/sync

@stephen-cox you're using lando I guess, I'm using ddev.

So maybe this is ddev specific.
