Ensures --ssl-provided-externally-by does not fail due to using HTTPS. This enables SSL termination at the load balancer.

Upped the available memory to JVM from 60% to 80% and raised METAMEM to 2.8gb.

Without checking for the
--ssl-provided-externally-by=this leads to Looker crashing, as it is trying to communicate withhttps. This prevents SSL termination at the load balancer from working correctly.
