Description

Add planning and status tools to MCP server. PlanAdapter wraps the planner subagent, StatusAdapter provides config and health info.

Scope

• PlanAdapter (dev_plan tool)
• StatusAdapter (dev_status tool)
• Unit tests for both
• Integration tests

Acceptance Criteria

• dev_plan generates plans from GitHub issues
• dev_status returns config, stats, health
• Both adapters follow framework patterns
• Compact responses by default
• >80% test coverage
