Sure you are running the right version? They removed category.

I used the latest version, though i am on 1.19.2, but it was available for download

It seems the server also repeated this line: [com.mactso.spawnbalanceutility.util.SpawnBiomeData/]: XXX Biome followed by the biome and reporting there were no valid mobs.
