[bug]: Changing the state is removing assignee

Current behavior

When I change the state of any work item, it removes the assignee.

Steps to reproduce

1. Go to Work Item.
2. Change the state (Backlog -> todo"
3. Refresh page
4. Assigned would be set as empty.
