[bug]: Rounded dot has unclear semantics in issue filter UIΒ #7448

Description

Current behavior

Two rounded dot UI elements appear in the issue filtering UI:

  1. When I set a filter condition on a view, there is a blue dot on the filter menu button.
  2. When I create an active phase, it is marked with a pulse-animated blue dot in the filter menu.

From the source code I can infer that 1 means a filter condition is set and 2 marks that it's an active phase, but both are non-intuitive for a beginner.

I expect that Plane doesn't use similar UI elements as indicators for wildly different purposes, especially the blue dot which often represents an unread notification or hint for a new feature.

Steps to reproduce

  1. Set a filter condition in issue view.
  2. Open the filter menu
  3. Observe two blue dots with different semantics.
