[bug]: Start of the week setting isn't respected

Current behavior

I set the first day of the week to be Monday and in some places like the new cycle modal it still starts with Sunday.

Steps to reproduce

1. Set the first day of the week to Monday
2. Click "Add cycle"
3. Open the date picker
