This is a convenience wrapper around `CommonPjRtBuffer::AcquireScopedRawBuffer` that returns a raw buffer, a definition future, and a usage promise. Callers can then wait for the definition future, access the raw buffer, then complete the usage promise after they are finished accessing the raw buffer. PiperOrigin-RevId: 912784968
* In spmd_partitioner.cc, restricted the pad->slice merge in PreprocessHlos to only apply when the input to the Pad has the same sharding as the Pad itself. * Fixed a fundamental bug in ReshardAsWindowedInput where it failed to clear padding in shard_window for replicated inputs, leading to double padding in PadDataFromWindowReshard. Fixed a bug in ReshardAsWindowedInput where padding was not cleared for replicated inputs, and restricted pad->slice merge in PreprocessHlos. PiperOrigin-RevId: 912785183
