Release Localization 0.1.0

The ticket tracks the initial release of the Localization Plugin.

Release checklist

• Change version name to proper release versions in gradle.properties
• Publish artifacts to Maven Central
• Change version name back to -SNAPSHOT
• Update CHANGELOG.md's
• Tag releases in GitHub
• Close the respective plugin milestones

Post-release

• Update readme files @langsmith
• Update Javadoc @langsmith
• Update the constants.js file in android-docs repo @langsmith
• Update the demo app @langsmith
