Release GeoJSON plugin 0.4.0 (final release of this plugin)

Notice: we have deprecated this plugin which offers the same functionality Runtime Styling exposes. For more information on Runtime Styling, follow our guide here

The following changes will be included in the release:

• Deprecated Plugin #498
• Updates Map SDK to 6.1.1 #488
• Lowered min SDK to API level 14 to match Map SDK #472

Release checklist

• Change version name to proper release versions in gradle.properties
• Publish artifacts to Maven Central
• Change version name back to -SNAPSHOT
• Update CHANGELOG.md's
• Tag releases in GitHub
• Close the respective plugin milestones

Post-release

• If stable version, update plugin's README file in this repo with the correct version
• Update Javadoc
• If stable version, update the constants.js file in android-docs repo
• Update the version # in the Android demo app @langsmith
• Update the version # in the Store Locator app @langsmith
