CuVS is a high-performance library from NVIDIA for vector search on GPUs. It's a simpler depedency than faiss-GPU and provides useful primatives.
This PR adds CuVS as a dependency and uses it to perform k-means clustering (index builds).
Future PRs will use CuVS to support searching Quake on GPUs.
