Back in 2010, I emailed the developer of ClockSync about an API.
He hadn't written one, but was thinking about it. He also sent me a link to this website:

He also sent me a zip file containing the parts of the Apache Commons Net 2.0 library which were required for NTP -- he had stripped it down to about 15kb which is pretty impressive!
I really should get this chunk of code into the library if I can't find another free library or API.
