This is work to support adding the initial power level event to the events that are batch persisted when creating a room.
This PR allows auth checks to look in the batch of events to be persisted for an authorizing event, as an event's authorizing event may not have been persisted yet if it is part of the batch to be persisted. Currently it only checks the DB.
