This PR is the fourth in a series of PRs replacing #5847, which does the following:
These PRs will be merged into an intermediate branch (#5879) as some features may be broken if not all the PRs are applied at once.
Note that this may cause DB I/O and CPU spikes at the end of each stats period (e.g. each day), so I probably need to modify this to do less work – how about one batch of 250 rows that must include the one we are trying to update?
