Look for sunshine.yaml in the current user's home directory.

When absent, emit a clear error message and terminate early.

When debugging is enabled, emit:

• When no configuration file is present.
• The basic contents of the effective configuration.

Configuration includes a hashmap of Go path regexp's to policies.

A policy has an optional chmod value, an optional user owner, and an optional group owner.

Reimplement the /etc, /etc/ssh, ~, .ssh rules in terms of an example configuration.
