v5.8-ADA ADA's fork integrated Request Access External Tool

This is ADA's fork based off of IQSS's Dataverse release of v5.8.
ADA's code integrates ADA's request access external tool to be called from the Request Access button.
The request access tool also creates tickets directly in osticket.

It looks simple but there a lot of pieces that have to fit together to enable this.
