As a CLI user, I'd like to know what to expect when provisioning an environment #240

Is your feature request related to a problem? Please describe.

When provisioning an environment, users should receive an email and we only warn users that could check for provisioning status by doing env describe NAME. It might be worth informing about an email they should receive:

Provisioning environment...
Environment “your-env” is being provisioned. Run `meroxa env describe your-env` for status

Describe the solution you'd like

Include something about receiving an email:

Provisioning environment...
Environment “your-env” is being provisioned. You should receive an email when your environment has been fully provisioned.
Run `meroxa env describe your-env` for status

Describe alternatives you've considered

Implement a --watch option that would be polling for status updates without having to run the same command multiple times:

$ meroxa env describe your-env --watch
       UUID:   ...
       Name:   your-env
   Provider:   aws
     Region:   us-east-1
       Type:   self_hosted
     Status:   {"state":"provisioning"}

# Ctrl+C if you want stop polling
