Description
Set up GitHub Agentic Workflows (gh-aw) infrastructure in the repository.
The repo needs the scaffolding to support AI-powered workflows that run in GitHub Actions — the dispatcher agent, Copilot setup steps, gitattributes for generated lock files, and VS Code config for workflow authoring.
