Include a way of promoting etcd learners into members

The `add-node` command allows users to choose whether they want an etcd learner or a voting member.
If the user selects a learner, there is no automated way of promoting that learner into a voting member. The user would need to issue etcd commands manually, plus additional checks.
We need an automatic, easy to use command that does this for users.
