[Task] Add a weekly GitHub action that deletes closed and merged branches #2626
Description
Create a weekly GitHub action that will delete the branch associated with PR's that have been either closed or merged.
This action MUST NOT delete protected or any of the following branches
- main
- master
- release*
- legacy-*
- *-legacy
- Release*
