Update to latest sarif-sdk 2.1+

Update dependencies to use latest sarif-sdk, which has had a major version upgrade to 2.0+.

Breaks references to CodeAnalysis.Sarif.Rule, new location appears to be Microsoft.CodeAnalysis.Sarif.VersionOne.RuleVersionOne

This is non-trivial and basically requires rewriting SarifWriter.cs, at which point using the versionone API adapter doesn't help much. Moving to 1.1.
