Crop and Lock, but with Lock #33071

Allow Crop and Lock to actually lock (dont update, when for example scrolling), what was cropped. As it is, its a real let down that word Lock is only part of the tools name, as theres no lock functionality to be found that I can see, Id love to be wrong, because this would be really useful.
Scenario when this would be used?
Allow cropping a section of a large code file (say top while working at the bottom) as reference while working elsewhere in the file.
