Crop and lock static image

Description of the new feature / enhancement

i would love another feature for crop and lock to simply make a static image.

to work exactly like the thumbnail feature but without updating.

Scenario when this would be used?

right now when i want to keep some small info up i need to use win shift s (snipping tool) then click the notification popup to get to the image.
i then need to use "always on top" on the window.

if i use crop and lock thumbnail feature the new window updates (if i do it on a browser and then go to another tab / window it will update).
