[CmdPal] Add timer/alarm setting functionality

Description of the new feature / enhancement

It would be super useful to have the ability to set timers/alarms from within CmdPal, either presets from the Clock app or just typing something like 01:23:12 to set a custom timer.

Scenario when this would be used?

Would be good whenever I want to quickly set a timer. For example, when I'm preparing for a timed contest, being able to quickly time yourself is useful.
