Peek's open with...leaves the launched applications working directory in Power Toys

Steps to reproduce

preview a file
open with button top left of preview ( my case nvim.exe )
file opens in nvim....but working directory is Power Toys directory...

nvim has some tricks to get to current buffers file directory but other applications might not be so lucky

✔️ Expected Behavior

default app launches with preview document and working directory set to the same location as the file

❌ Actual Behavior

default app launches with previewed file, but attempting to open another file from the same directory can be cumbersome

Currently, Peek uses Windows.System.Launcher, which doesn't support setting the working directory. We could switch to using ProcessStartInfo instead — I’ll give it a try.
