GitHub: Mention license discipline in the PR template

The PR template (and the contribution guidelines) should say something about taking code from other implementations, especially those with different licenses (e.g. MIT). This is sometimes acceptable depending on the license (Boost is ok), but we must know about it up-front so we can update the notices.
