https://github.com/barcharcraz/STL/tree/merging_format for #1821 is now the Source Of Truth for <format>, and has accumulated dozens of additional commits. This PR merges it back into feature/format to provide a foundation for last-minute PRs.

(My merge_back branch points to the same commit as merging_format, "Big rename: _Sign to _Fmt_sign.".)
